The USF St. Petersburg Military and Veterans Success Center is available to assist you in receiving educational benefits from the Department of Veterans Affairs. We are also available to assist you in other areas to help assure your academic success.

Our main goal is to provide educational benefit programs and other supportive services to veterans,  active-duty military, national guardsmen, reservists, and eligible dependents enrolled at USF St. Petersburg.

 Benefit Application Checklist

  • Please, submit your education benefits AFTER you have registered for classes. We are unable to process your benefits without your registered course schedule.
  • Please visit Clockworks to send in your benefit request. For more information on what constitutes full-time for the term, please contact us at stp-va@usf.edu.
  • Please complete a new benefits request every semester to receive your GI Bill Benefits.
  • If you have used VA Education Benefits at USF in prior semesters, visit Clockworks and complete your benefit request.
  • If you need more help, contact us at stp-va@usf.edu.

Chapter 30

Montgomery GI Bill – Reserves/Active Duty. Called “MGIB” for short, this bill provides up to 36 months of education benefits to eligible veterans. Generally, benefits are payable for 10 years following your release from active duty. For more information, call toll-free 1-888-442-4551 (1-888-GI BILL 1) or visit VA Education and Training.

How to apply for Chapter 30 VA Education Benefits at USF:

You have to apply for benefits every semester that you would like to use your VA Education Benefits. There are 5 main types of students that come to USF. Please determine which student you are from the five types seen below and follow the instructions on how to apply for your VA Education Benefits. 1. New to USF, New to VA (This is your first semester at USF and have never used VA Education Benefits).

Application for Education Benefits

If you received a Certificate of Eligibility from the VA, this form will replace the VA 22-1990. Our office needs a copy of the Certificate of Eligibility by the 2nd semester at USF.
By the end of the first semester, you must request a copy of your JST (Army, Navy, Marines, Coast Guard) or CCAF (Air Force) transcript be sent to the USF Office of Veterans Services or Admissions.


2. Continuing USF, New to VA (You have been a USF student for more than one semester, but this is the first time applying for VA Education Benefits).

5. Transient Student (USF is not your parent university but you are taking classes here).

Chapter 31

Vocational Rehabilitation & Employment (VR&E) 

This program assists veterans with service-connected disabilities to prepare for, find, and keep suitable jobs. Veterans with a 10% or more VA service connect disability rating may apply and receive a comprehensive evaluation. If a Vocational Rehabilitation Counselor determines the veteran has an Employment Handicap or Serious Employment Handicap, services may be provided to assist the veteran in gaining suitable employment. If training or education is needed to qualify the veteran for employment, VR&E may support tuition, fees, books, supplies, and required equipment.

Chapter 33

Chapter 33, Post 911 GI Bill

This bill provides up to 36 months of education benefits to eligible veterans. Generally, benefits are payable for 15 years following your release from active duty. The Post-9/11 GI bill is for individuals with at least 90 days of aggregate service on or after Sept. 11, 2001 as well as those discharged with a service-connected disability after 30 days.

Your full tuition and fees directly to the school for all public school in-state students. For those attending private or foreign schools tuition and fees are capped at the national maximum rate.

Your Monthly Housing Allowance (MHA) is generally the same as the military Basic Allowance for Housing (BAH) for an E-5 with dependents. Your MHA is based on the ZIP code for your school.

An annual books and supplies stipend – paid to the student – up to $1,000, paid proportionately based on the number of credits taken each semester.

Chapter 35

Chapter 35, Dependent Educational Assistance

This GI BIll pays up to 45 months of Education Benefits to a spouse or child of a veteran who is permanently disabled or died due to a service connected disability.  The disability had to occur while the veteran was on active duty status.  A child must use the benefit between the ages of 18 – 26 and a wife has 10 years to use the benefit from the date it is issued.  Please call our office for more details.

Chapter 1606

Chapter 1606, Selected Reserve

This program may be available to you if you are a member of the Selected Reserve. The Selected Reserve includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve and Coast Guard Reserve, and the Army National Guard and the Air National Guard. Eligibility for this program is determined by the Selected Reserve components. You may be entitled to receive up to 36 months of education benefits. Your benefit entitlement ends 14 years from the date of your eligibility for the program, or on the day you leave the Selected Reserve. Chapter 1607

Chapter 1607 – Reserve Educational Assistance Program (REAP)

REAP (Chapter 1607 of title 10, U.S. Code) is an education program that provides up to 36 months of education benefits to members of the Selected Reserves, Individual Ready Reserve (IRR), and National Guard, who are called or ordered to active service in response to a war or national emergency, as declared by the President or Congress.
The educational assistance allowance payable under REAP is a percentage of the Montgomery GI Bill-Active Duty (MGIB) rate based on the number of continuous days served on active duty. For more information, call toll-free 1-888-442-4551

How to apply for VA Education Benefits using the Clockworks system:

These are step by step instructions. It may seem like a lot of work, but it is very simple. The instructions are just written out to avoid any confusion.

1. Apply for your VA Education Benefits: CLOCKWORKS

2. Click on the BENEFIT APPLICATION Link

3. Type in your USF Net ID and Password. This is the same username/password as your Oasis username/password.

4. Click on the BENEFIT APPLICATION Link again. This will take you to the Veterans Application Process Status page.

5. The Veterans Application Process Status page is completed by completing each section from top to bottom. You will not be able to proceed to the next section until you complete everything that the form is asking for in that individual section. You have to complete all 5 sections before you are considered finished. Once you are finished, an email will be sent to your USF student email address stating that you have completed your portion of the application process. IF YOU DO NOT RECEIVE AN EMAIL, PLEASE CONTACT OUR OFFICE.  IT MEANS THAT YOUR SUBMISSION POSSIBLY DID NOT GO THROUGH.  Here is the walkthrough to complete each individual section.

Number 1, SELECT TERM: Double check the term that you are applying for. If it is correct, nothing needs to be done. If it is a different term, check the drop down box to see if your term is listed. If it is, click it and then click on the “submit term change button.” If it is not listed, you will need call or stop by our office as we will have to complete your benefits request form manually. This should only occur if you are trying to request benefits from previous semesters. A completed checkmark will be in the top right corner when finished.

Number 2, REGISTER WITH US: Click on the “Click here to begin this step.” Confirm that the information that comes up (Student Number, Name, and USF email Address) is correct and click “Submit.” This may take a few moments. A completed checkmark will be in the top right corner when finished.

Number 3, Indicate your Chapter: Click on the drop-down box, pick your Chapter, and click “Submit.” If you are unsure what Chapter you are, look at your VA Certificate of Eligibility or call our office for help. A completed checkmark will be in the top right corner when finished.
Number 4, Complete Benefit Request Form: Click on the “Click here to begin this step.” Each one of these questions has to be answered in order to complete this step. All required forms are available to download from our website except the 22-1990(Application for VA Benefits) and the Certificate of Eligibility. A completed checkmark will be in the top right corner when finished.

Here is a small detail of each question:

  • Which term are you applying for? – Type in the semester/year (Spr 2013) into the block
  • Are you switching to a new GI Bill Chapter? – Click Yes if you have switched to a new GI Bill for this semester. An example would be switching from CH 30 to CH 33. You will also need to upload your signed “22-1990 (Application for VA Education Benefits)” or your Certificate of Eligibility at the bottom of the page, under “Files to Upload.” If you click NO, move to the next question.
  • Are you cross-enrolled at another institution? – If Yes, fill in the drop-down boxes with the correct information. You will also need to upload your cross enrollment form that is signed by your academic advisor. If No, move to the next question.
  • Are you Out of State Residency? – If Yes, click yes. You may be eligible for Yellow Ribbon. Please call our office or look on our website for more information on eligibility criteria to see if there are any slots available. If No, move to the next question.
  • Are you receiving tuition and fees based scholarships or Military Tuition Assistance? – If Yes, please fill out Student Scholarship Statement and upload it into the Files to Upload section at the bottom of the page. If you are unsure what kind of scholarship it is, click yes and our office can help determine how it is applied to your benefits. If No, move to the next question.
  • Are you a veteran? – If Yes, please upload your military transcripts if you have NOT done so by your second semester so we can turn it in to admissions. You may also turn this into Admissions yourself. If you are Active Duty, please click Yes as you are considered a Veteran. You will also need to fill in the drop-box with the branch of military that you are/have served in. If you are a dependent, click No and move to the next question.
  • Are you Continuing USF and VA? – If Yes, this means that you have submitted benefits with-in 2 years at USF. You are done and click Submit at the bottom of the page and go to letter f. If No, move to the next question.
  • Are you New to USF and Continuing VA? – If Yes, this means you transferred from another school and were certified there. Please upload a signed copy of your VA Form 22-1995 or 22-5495 (Chapter 35). Click Submit at the bottom of the page and go to letter f. If No, move to the next question.
  • Are you enrolled as a Transient Student? – If Yes, this means that USF is not your Parent School. Please upload a signed copy of the Parent School Letter and 22-1995 or 22-5495 (CH 35). Click Submit at the bottom of the page and go to letter f. If No, move to the next question.
  • Are you enrolled as Non-Degree Seeking? – If Yes, you will need to upload a VA Form 22-1995 or 22-5495 (CH 35) if you are transferring from another school. If you are new to USF, you will need to upload a copy of your Certificate of Eligibility or signed 22-1990 (Application for VA Benefits). Click Submit at the bottom of the page and go to letter f. If No, move to the next question.
  • Are you New to USF and VA? – If Yes, please upload a copy of your Certificate of Eligibility or signed 22-1990 (Application for VA Benefits). Click Submit at the bottom of the page and go to letter f. If No, move to the next question.
  • Are you Continuing USF and New to VA? If Yes, please upload a copy of your Certificate of Eligibility or signed 22-1990 (Application for VA Benefits). Click Submit at the bottom of the page and go to letter f. If No, read over the options again and pick the correct type of student. If you are still unsure, please call our office and we will help you.
    Number 5, Consent to Agreement Form: Click on the “Click here to begin this step.” This is the Responsibility Form. Please read through each statement and click the box next to the statement. You will not be able to complete the page until everything is checked. Once you are done, click the “Submit my Application.”

6.  You are finished! You should be able to open your USF email and see a confirmation email that was sent by the VA Benefit Request Program. If you didn’t, please contact us to ensure we received it. The process may have been slow this time around, but we hope that the following semesters will be extremely quick for you. Thank you!
